Apple sent a fresh round of mercenary spyware warnings covering 99 countries this week, and the people on the receiving end include journalists and documentary filmmakers. The company said it has now reached users in more than 150 countries since the program began.

Apple declined to tie the attacks to any particular vendor, government or region, explaining that the extreme cost, sophistication and worldwide reach of commercial spyware make attribution impossible. It did not answer a request for comment Friday about which countries were hit.

The timing is not incidental. Final negotiations on industry standards for commercial hacking tools, run under the voluntary Pall Mall Process, are close at hand, and the guidelines being drafted follow an earlier set aimed at governments.

Analysts saw the volume as meaningful. John Scott-Railton, a senior researcher at The Citizen Lab at the University of Toronto, called it an important set of notifications with many cases, judged purely on what is visible publicly. On social media he urged caution toward firms selling paid fixes for infections and stressed that silence from Apple does not prove a phone is clean. Lockdown Mode and a call to Access Now were the steps he endorsed.

For Natalia Krapiva, senior tech-legal counsel at Access Now, the global spread shows the fight against spyware abuse is far from over. Repressive states keep buying these surveillance capabilities and aim them at civil society and opposition figures, she said.

Her demand of the states adopting the guidelines: admit the current system fails and impose real consequences on an industry that sells tools without restraint and refuses to curb misuse.

In practice, an alert means Apple has enough signals to flag a device. The absence of one means only that the signals were missing.
