Japan funds AI defense teams after a quarter of breaches

Tokyo is spending about $63M on AI-assisted experts and fast-response squads, and leaning on newly legalized access to attacker servers.

Japan has put 10 billion yen, about $63M, behind an emergency cybersecurity package built around AI-driven defense and rapid-response squads, after a run of breaches at major companies and state agencies.

What the package funds

Prime Minister Sanae Takaichi told ministers on Friday that fast reaction is essential now that attacks can be AI-generated, and urged public and private bodies to raise their guard. She framed the breaches as a hit on ordinary life and business.

The money supports information sharing between public and private sectors, fast help for victims and recovery work, with the stated ambition of reaching one of the world’s highest levels of cybersecurity.

By the end of November, the Ministry of Economy, Trade and Industry is to stand up a “top gun” team using AI to counter attackers and find network weaknesses, working with technology firms and AI developers in friendly countries. A cyber rescue team from both sectors will handle initial response at victim companies, and a third group will help weaker organizations.

The package leans on active cyber defense, the preemptive ability to access servers used by attackers, which Japan legalized in October. Where an incident could threaten national security, Tokyo will send a support team from the defense ministry, national police and national cybersecurity office.

Why other governments are watching

Japan has spent the past quarter working through disclosed intrusions across telecoms, retail and public services, and the response is notable for putting AI tooling and legal authority in one bundle. For defenders elsewhere the structure is the takeaway: funded response capacity, pre-approved legal powers and a standing expert bench are what let an organization act in hours, not weeks. Whether the money arrives before the next breach is the open question.
