India Blocks WhatsApp Username Feature Over Online Fraud Fears

India's government has ordered WhatsApp to suspend its new usernames feature, citing risks of untraceable fraud and impersonation by bad actors hiding behind foreign phone numbers.

Government Intervention and Regulatory Concerns

The Indian Ministry of Electronics and Information Technology has formally directed WhatsApp to halt the rollout of its new usernames feature within the country. In an official notice sent to WhatsApp’s Chief Compliance Officer for India Operations, the government demanded an explanation for why regulatory action should not be taken against the feature. The ministry explicitly instructed the company not to activate the functionality in India until consultations are completed to the government’s satisfaction. WhatsApp has been given three days to provide a detailed response with supporting documentation.

Risks of Anonymity and Impersonation

The government’s primary concern centers on how the usernames feature could enable fraudulent activities. Officials warned that the ability to message contacts without revealing phone numbers could substantially increase online fraud, phishing schemes, digital arrest scams, and impersonation attacks. A Department of Telecommunications official highlighted a specific scenario where a perpetrator could register with a foreign number, use a public official’s photo with a similar username, and make fraudulent calls that become nearly impossible to trace. Previously, such activities were more detectable because calls from foreign numbers began with country codes like +91 for India.

Next Steps and Potential Consequences

WhatsApp must respond within the three day window with documentary evidence explaining its security safeguards. If the government finds the response inadequate, it has reserved the right to pursue further action under the Information Technology Act, IT Rules, and other applicable laws. While the phased global rollout of usernames continues in other markets, Indian users will not have access to the feature until the consultation process concludes and the government’s concerns are addressed.
